Furthermore, civil and political liberties such as freedom of assembly, speech and association enshrined in the Maldives Constitution have been constrained through new laws and regulations such as the NGO regulation, Anti-Terror Act, and the Defamation and Freedom of Speech Act.

Despite this dismal situation, the government of the Maldives has accepted 198 recommendations from the 2015 UPR review. Additionally, there is a strong grassroots support for democracy and human rights in the Maldives. This positively creates an avenue to reclaim the diminishing democratic space and to protect and promote human rights. As such, Transparency Maldives intends to create and disseminate information related to human rights through multiple avenues including a monthly newsletter and a quarterly digest.

3. Purpose of the Assignment

Transparency Maldives is seeking the services of a graphics and layout expert to design and develop branding materials for the Project Human Rights. The consultant is expected to design and develop a logo and editable templates for the monthly newsletter and the quarterly digest. Additionally, the consultant is expected to develop a guideline to edit and publish the aforementioned materials.

4. Responsibilities of the consultant

The Consultant will be expected to work closely with the Senior Project Coordinator for the human rights project:

• Ensure the designing and products are produced in line with Transparency Maldives’ branding and themes.
• Logo, layout design of the newsletter and digest are in an editable format that is suitable for both printing and electronic distribution.
• Train minimum three staff from Transparency Maldives to familiarise the staff with the template.

5. Deliverables

• Design a logo for the Project Human Rights’ human rights campaign.
• Editable Dhivehi supported template for the newsletter.
• Editable English supported template for the digest.
• Guideline to edit and alter the templates.
• Training for minimum three TM staff based on the guideline.

6. Duration of the Assignment

8. Required Competencies

The Consultant will be expected to work closely with the Senior Project Coordinator for the human rights project:

• Undertake a desk review of existing literature pertaining to defamation and freedom of speech.
• Provide a methodology for the review of the Defamation and Freedom of Speech Act.
• Arrange necessary meetings and conduct interviews with relevant stakeholders.
• Write the final report, detailing the findings and recommendations.
• Present a paper in a human rights conference organised by Transparency Maldives.

5. Deliverables

• Submit a timeline, at the inception of the consultancy, for the deliverable confined to the period of consultation.
• Document with proposed methodology to review the Defamation and Freedom of Speech Act.
• Draft and final reports detailing the findings and recommendations.
• Conduct a validation workshop with relevant stakeholders.
• Present a paper in a human rights conference that will be organized by Transparency Maldives.

2. Proposed Activity

TM plans to hold a week-long art exhibition focusing on democracy, inviting established and aspiring artists to use art as a form of expression for democracy promotion. The objective of the event is to encourage artists to use art as a medium to counter authoritarian trends in the Maldives and to provoke and debate discussion on reclaiming the democratic space in the Maldives.

3. Position Summary

Transparency Maldives is seeking a Curator/Exhibition Manager to manage and oversee the planning and curating work for the event. The Curator will work with various artists in the country to put up an interactive exhibition to cater for the theme of ‘Equality’. She or He will also organize pre-exhibition workshops with the artists to brainstorm and discuss possible exhibition pieces under the common theme. The Curator will also need to work closely with both Transparency Maldives and the artists involved to interpret artistic work that both appeals to the familiarity of understanding of democracy while allowing for creative reinterpretations of common themes that reoccur within the idea of democracy.

The Consultation will take place in Male’.

4. Responsibilities of the consultant:

The Consultant will be responsible for:

  • Producing a comprehensive interpretation plan on how to utilize local artists to create an exhibition on Democracy with the core theme of ‘Equality’.
  • Organizing a week-long artists camp to bring together various individuals ranging from poets, musicians, artists as well as other individuals engaged in the creative sphere to brainstorm and ideate a comprehensive concept for the exhibition.
  • Working closely with Transparency Maldives and other artists to facilitate the ideas into exhibition pieces within the given thematic idea.
  • Finding and scout for a suitable avenue to set up the exhibition.
  • Coordinating the necessary facilities and tools required for the exhibition based on the needs of the individual artists.
  • Collating the ideas from the team and take lead in creating the eventual exhibition
  • Arrange for the necessary pre-exhibition meetings

5. Duration of the Assignment

Two (2) months, with expected start date in the middle of September 2016. The consultant is expected to be based in Malé, Maldives for the duration of the assignment.

    • Experience in event management, curating as well as an understanding of interpreting art work within a set theme.

The Consultant will be responsible for:
• Producing a review paper for TM addressing the challenges and gaps in the current legal framework, incorporating international best practices and recommendations.
• Conducting stakeholder meetings to identify challenges under the existing legal framework.
• Conducting consultation work for the draft Bill, including meetings with the Attorney General’s Office, the Anti-Corruption Commission, members of Parliament and other stakeholders.

Following the ratification of the Constitution in 2008, along with the changes in the longstanding governance system of the country, independent oversight bodies were also mandated such as the Elections Commission, Anti-Corruption Commission, Judicial Service Commission and the Human Rights Commission. These institutions are vital links between citizens and the state and act as grievance mechanisms for the public. Further, a strong oversight mechanism is a powerful asset in the fight against corruption, and to increase accountability of the state. When oversight bodies are independent of the government, they are empowered platforms for advocacy and to maintain a proper check and balance within the pillars of democracy.
However, in order to be effective oversight bodies, such bodies also need to command public trust and confidence not only in its functions but also in the process in which members are appointed to oversee these bodies.

3. Purpose of the Assignment
TM is seeking the services of a research consultant to review and produce a report on the appointment and dismissal of members of the oversight bodies in the Maldives.
The consultant is expected to conduct a comprehensive study to examine the legal framework, identify trends, procedures and practices followed in the appointment and dismissal of members of independent bodies between 2008-2016. The study should also make recommendations for policy and procedural reform of existing practices and legal framework.

4. Responsibilities of the consultant
The Consultant will be expected to work closely with the Senior Project Coordinator for this project to:
1. Undertake a desk review of existing literature pertaining to oversight bodies in the Maldives.
2. Provide a methodology for the review.
3. Arrange necessary meetings and conduct interviews with relevant stakeholders.
4. Compile data and information on the appointment and dismissal of members of independent bodies between 2008-2016.

These institutions are vital links between citizens and the state and act as grievance mechanisms for the public. Further, a strong oversight mechanism is a powerful asset in the fight against corruption, and to increase accountability of the state. When oversight bodies are independent of the government, they are empowered platforms for advocacy and to maintain a proper check and balance within the pillars of democracy.
However, in order to be effective oversight bodies, such bodies also need to command public trust and confidence not only in its functions but also in the process in which members are appointed to oversee these bodies.

3. Purpose of the Assignment
TM is seeking the services of a research consultant to review and produce a report on the appointment and dismissal of members of the oversight bodies in the Maldives.
The consultant is expected to conduct a comprehensive study to examine the legal framework, identify trends, procedures and practices followed in the appointment and dismissal of members of independent bodies between 2008-2016. The study should also make recommendations for policy and procedural reform of existing practices and legal framework.

4. Responsibilities of the consultant
The Consultant will be expected to work closely with the Senior Project Coordinator for this project to:

launched the ACA Strengthening (ACA) Initiative, the purpose of which is to undertake assessments of ACAs throughout South Asia.
