2. Background to the assignment
Following the ratification of the Constitution in 2008, along with the changes in the longstanding governance system of the country, independent oversight bodies were also mandated such as the Elections Commission, Anti-Corruption Commission, Judicial Service Commission and the Human Rights Commission. These institutions are vital links between citizens and the state and act as grievance mechanisms for the public. Further, a strong oversight mechanism is a powerful asset in the fight against corruption, and to increase accountability of the state. When oversight bodies are independent of the government, they are empowered platforms for advocacy and to maintain a proper check and balance within the pillars of democracy.
However, in order to be effective oversight bodies, such bodies also need to command public trust and confidence not only in its functions but also in the process in which members are appointed to oversee these bodies.

3. Purpose of the Assignment
TM is seeking the services of a research consultant to review and produce a report on the appointment and dismissal of members of the oversight bodies in the Maldives.
The consultant is expected to conduct a comprehensive study to examine the legal framework, identify trends, procedures and practices followed in the appointment and dismissal of members of independent bodies between 2008-2016. The study should also make recommendations for policy and procedural reform of existing practices and legal framework.

4. Responsibilities of the consultant
The Consultant will be expected to work closely with the Senior Project Coordinator for this project to:
1. Undertake a desk review of existing literature pertaining to oversight bodies in the Maldives.
2. Provide a methodology for the review.
3. Arrange necessary meetings and conduct interviews with relevant stakeholders.
4. Compile data and information on the appointment and dismissal of members of independent bodies between 2008-2016.
5. Write the final report.

5. Deliverables
1. Submit a timeline for the deliverables, not exceeding 4 weeks.
2. Detailed document with proposed methodology, together with a list of members of oversight bodies from 2008 to 2016.
3. Report on the appointment and dismissal of members of independent bodies from 2008-2016, with key findings on trends, procedures and practices followed, together with recommendations for policy and procedural reform based on best practices.
4. Conduct a validation workshop with relevant stakeholders.
5. Presentation of key findings, trends and recommendations based on best practices.

6. Duration of the Assignment: Four (4) weeks, with expected start date at the beginning of September 2016. The consultant must be based in Malé, Maldives for the duration of the assignment.

7. Reporting
The Consultant will work closely with and report to the Senior Project Coordinator at TM throughout the assignment.

8. Required Competencies
1. Master’s degree in a social sciences related field.
2. Proven expertise in political-institutional analysis with particularly strong knowledge of the country’s anti-corruption regime.
3. Familiarity with transparency, accountability and anti-corruption discourse.
4. Ability to research, analyse and synthesise information.
5. Familiarity with quantitative and qualitative survey methodologies
6. Ability to clearly and concisely express ideas and concepts in written and oral form.
7. Knowledge of corruption-related issues in the Maldivian context.
8. Excellent spoken and written English and Dhivehi.
9. Excellent ability to set priorities and manage time.

3. Responsibilities of the consultant
The Consultant will be responsible for:
• Producing a review paper for TM addressing the challenges and gaps in the current legal framework, incorporating international best practices and recommendations.
• Conducting stakeholder meetings to identify challenges under the existing legal framework.
• Conducting consultation work for the draft Bill, including meetings with the Attorney General’s Office, the Anti-Corruption Commission, members of Parliament and other stakeholders.
• Drafting a Whistleblower Protection Bill in line with international best practices.

4. Duration of the Assignment

A strong Anti-Corruption Agency (ACA) is a powerful asset in the fight against corruption. When
they are independent of the government and empowered to investigate allegations, they have the
potential to hold even the most powerful people in society to account.

Recognizing the potential of ACAs in combating corruption Transparency International has recently
launched the ACA Strengthening (ACA) Initiative, the purpose of which is to undertake assessments of ACAs throughout South Asia.

Research Teams of each National Chapter will be responsible for assessing the strengths and weaknesses of the ACA in their relevant country prior to publishing those findings in a comprehensive written assessment which will also include recommendations addressing perceived performance gaps; this will serve as a prelude to media engagement and stakeholder consultations to support the institution to become an effective Anti-Corruption Agency.

TM is seeking the services of a research consultant to assist in compiling data pertaining to the Maldives’ ACC.

4. Duration of the Assignment: One month, with expected start date at the beginning of August 2016. The consultant is expected to be based in Malé, Maldives for the duration of the assignment, except for the Research Training component, which will take place in Sri Lanka.

Transparency Maldives is seeking a consultant to assist in conducting a survey. The consultant will review the questionnaire prepared by TM, select a sample and analyze the collected data. which will then be used by the consultant to produce a survey report. It isn’t a time bound consultation, therefore the consultant can work during convenient times for him or her, as long as we are provided with the survey report by 17th March 2016. Work that needs to be done with the project staff will be coordinated from both sides. 3. Key responsibilities:

  • Review the questionnaire drafted by TM and provide comments.
  • Research the amount of practicing lawyers and select a sample size for the survey.
  • Analyze the collected data with project staff.
  • Compile and finalize the survey report.

3. Qualifications and competencies

  • Minimum of a bachelor’s degree or equivalent in research, human rights, or a related field demonstrably relevant to the position.
  • Minimum of 3 years of working experience in the research sector.
  • Excellent English writing and communication skills.

2. Purpose of the assignment

TM will be conducting a 3-day capacity building training program for civil society organisations (CSOs) from 45 islands. The main objective of the training program is to increase the skills and knowledge of CSOs on CSO role in governance and to undertake anti-corruption advocacy. The areas the training program will focus on are: financial management, project development, proposal writing, lobbying and community mobilisation, networking and coalition building, good governance, democracy promotion, anti-corruption, role of CSOs in participatory lawmaking, and laws and regulations related to CSOs.

The purpose of this consultancy is to produce training materials for the training program. This will include developing a facilitator’s guide to deliver the training sessions, developing training materials (handouts, PowerPoint presentations, activities, etc), and conducting a training for master trainers who will deliver the final training program to the beneficiary group.

2. Purpose of the Assignment

Loss of historic Maldivian values due to a growing tourist trade and globalization has been viewed as a problem within the Maldives. The increase in globalisation has brought about an increase in social problems, foreign messaging supporting violence, and a distancing of the youth of the Maldives from historic core civic values. Discussions with various stakeholders highlight the need to promote values-based education, which supports non-violent methods and promotes Maldivian history and civic values. TM recognises the importance of civic education for young persons to promote a strong sense of identity and tolerance rooted in arts, culture and heritage to combat such negative influences.

TM is seeking the services of a Consultant to develop a two-day training program for young persons between the ages of 10 to 15 and 16 to 18. The Consultant will develop a curriculum along with a training manual and handbooks suitable for the target age groups. The Consultant will also conduct a training for master trainers who will then go on deliver the trainings to the final beneficiary group: children in selected locations between the ages of 10 to 15 and 16 to 18. The Consultant will work closely with TM and consult relevant government institutions and private organisations and individuals for the purposes of this assignment.
3. Competencies Required

1. Bachelor’s degree in teaching, education or social sciences.
2. Ability to research, analyse and synthesise information.
3. Ability to clearly and concisely express ideas and concepts in written and oral form.
4. Experience in developing training programmes for young children.
5. Excellent spoken and written English and Dhivehi.
6. Excellent translation skills from Dhivehi to English and vice versa.
7. Knowledge of critical civic education areas in the local context.
8. Good interpersonal skills and ability to set priorities and manage time.
9. Ability to facilitate sessions.
