Transparency Maldives strongly condemns the passing of the draconian Maldives Media Broadcasting Bill during the Special Session of the Parliament arranged outside the regular schedule today. Journalists, CSOs, international organizations, regulatory and statutory bodies as well as the public have expressed grave concerns over the proposed bill from the very beginning, warning that it poses a serious threat to press freedom, freedom of expression, and the right of citizens to access information. Despite these widespread concerns, the Parliament proceeded with unprecedented haste, disregarding the petition submitted by 151 journalists, and without following the due process laid down by the law.
During the protest organized today, we witnessed Maldives Police Service using excessive force against protestors along with the arrest of journalists. The use of disproportionate measures to restrict press freedom is deeply troubling, particularly given that journalists were targeted while exercising their fundamental rights of freedom of expression and freedom of assembly. We also raise serious concern over the alarming increase in harassment, intimidation, and death threats directed at journalists, aimed at silencing their voices and instilling fear.
The passage of the Media Broadcasting Bill under these circumstances undermines democratic values, weakens press freedom, and erodes public confidence in the integrity of legislative processes. We strongly stand in solidarity with journalists and media workers raising their voices against this draconian law and will always strive to protect democracy and fundamental rights of the people.
We urgently call on:
- The President of the Maldives, Dr Mohamed Muizzu to not ratify the Maldives Media Broadcasting Bill, given the serious concerns about its impact on fundamental freedoms, press independence, and democratic governance.
- Relevant authorities to immediately release all journalists who were arrested while exercising their lawful right to peaceful assembly and freedom of expression, and to ensure their safety and protection from further harassment.
- The Parliament of the Maldives to establish an independent and impartial inquiry into the procedural irregularities and violations of due process that occurred during the consideration and passage of this Bill.
- The National Integrity Commission to conduct a thorough, transparent, and accountable investigation into the excessive use of force against protestors and journalists, ensuring that those responsible are held fully accountable in accordance with the law.
- The Government and relevant stakeholders to commit to broad, inclusive, and meaningful consultations with journalists, civil society organizations, and other stakeholders on any legislation affecting media, freedom of expression, and public participation, ensuring that laws reflect democratic principles and protect the rights of citizens.
