Announcement: Civic Education Teacher Training Consultant

Transparency Maldives (TM), supported by the International Foundation for Electoral System (IFES), is seeking individuals/parties to develop a training program for teachers on civic education in preparation for the civic education curriculum implementation.

1. Background
TM is a non-partisan organization that endeavours to be a constructive force in society by promoting collaboration and discussion on corruption, transparency and accountability. Our organization seeks to engage with stakeholders from all sectors (government, business, political and civil society, among others) to raise awareness of corruption’s detrimental effects on development and society, improve transparency and accountability in governance, and eliminate corruption from the daily lives of people.

TM received formal government registration in 2007, and is the National Contact of Transparency International (TI) in the Maldives.

Following the Civic Participation Project (CPP) undertaken from December 2014 – September 2015, TM is currently implementing a program, built on the foundations, recommendations and lessons learned from the CPP in 2013/2014. TM’s domestic election observation effort, its community engagements across all 20 atolls, research and awareness raising programs during the 2013/2014 electoral cycle of the Maldives provided key focus areas to design TM’s interventions in the coming years. The activities of this project are based on these premises. The main goal of this program is to support the democratisation process in the Maldives by promoting citizens’ awareness and participation in the democratic process, specifically among youth and women.

2. Purpose of the Assignment
TM recognises the importance of civic education for school children and young persons to equip them with the knowledge and tools to contribute towards a democratic, just and corruption-free society. To this end, TM wishes to support the roll out of the new civic education curriculum by increasing the knowledge and skills of teachers on civics. To achieve this, TM plans to conduct a training program for teachers, in partnership with the National Institute of Education (NIE).

TM is seeking the services of a Consultant to develop a two-day training program for teachers. The Consultant will review the new civic education curriculum and conduct a needs assessment, based on the findings of which the training will be developed.

3. Responsibilities of the consultant
The Consultant will be expected to:
a — Review the national civic education curriculum and conduct interviews with the relevant stakeholders and institutions to identify specific training areas and need,
b — Design and develop trainings modules,
c — Develop an assessment tool to be administered both at the beginning and end of the workshops in order measure any change in knowledge and perception of participants,
d — Conduct a Training of Trainers (ToT),
e — Gather feedback from the participants of the ToT and finalise training modules,
f — Deliver final assessment and analysis, and training modules along with user guidelines of the modules,
g — Deliver training sessions to teachers along with other master trainers.

4. Competencies

Required
1. Bachelor’s degree in teaching, education or social sciences.
2. Ability to research, analyse and synthesise information.
3. Ability to clearly and concisely express ideas and concepts in written and oral form.
4. Experience in developing training programmes for adults.
5. Excellent spoken and written English and Dhivehi.
6. Excellent translation skills from Dhivehi to English and vice versa.
7. Knowledge of critical civic education areas in the local context.
8. Good interpersonal skills and ability to set priorities and manage time.
